Meet the New City Manager


Greetings citizens of Mill Creek. Let me take this opportunity to introduce myself . . . my name is Tim Burns, and I have been privileged to be appointed as your new City Manager. I am truly excited about my new role serving the citizens of Mill Creek, and I thank the Council and staff for their confidence in me. Some of you may know that I was previously assigned as the Public Works Director for the city. 

A bit about myself – my wife Leslie and I have been married for 25 years, and she is currently the Executive Director of an assisted living facility on Whidbey Island. We have a son, Wade, who is a sophomore in high school. Prior to Mill Creek, I was a Civil Engineer Corps officer with the Navy for over 22 years. Husky or Cougar you ask? I’m actually a “double” Husky . . . a BS from UConn and an MS from University of Washington. 

I have been genuinely impressed with the assembled team of City staff; they are truly professional and committed to providing the best possible public service to the citizens of and visitors to Mill Creek. What is clear to me in my short time here is that Mill Creek citizens are extremely proud of their community. 

As we head toward the end of the calendar year, there are many items that continue to keep the staff busy . . . including a prospective “East Gateway” development, and an analysis of a proposed annexation area that has been brought to the city for consideration. The Penny Creek Culvert replacement project should be nearing completion with the restoration of all roadway lanes . . . we appreciate your patience during the construction. As a service to our citizens and customers, we now have an electronic customer comment form available on our website to make it easier for the public to provide feedback to us. Also posted on our website is information on what to do with debris caused by inclement weather, along with our snow and ice plan. Please take a few minutes to review this helpful advice. 

As with any organization, staffing changes are inevitable. We said farewell to Gail Goetz (Receptionist), Chuck Miller (Building Inspector), and Chris Bailey (Recreation Assistant). We thank them for their service and wish them the very best in their future endeavors. In addition, we welcome Tom Gathmann (Public Works Director), Camille Chriest (Senior Planner), Kyle Hughes (Police Officer), and Andy Westgaard (Building Inspector) to the City team. 

Once again, I am deeply honored and proud to serve as your City Manager. We have challenges ahead but, more importantly, we have many great opportunities ahead of us. I hope to see you around the city.
