| The East UGA Subarea is located generally east of 35th
Avenue SE, between 132nd Street SE and 184th Street SE. The Subarea Plan establishes guiding principles
and policies for future development within the East UGA Subarea and will be
applied to land areas upon annexation into the City. The Subarea Plan
is generally consistent with the Snohomish County East UGA Plan adopted by the
County on May 30, 2002, which applies to land development proposed in
unincorporated areas.
Policies contained in the Subarea Plan address
land use, population growth, housing, transportation, capital facilities,
utilities, parks and open space, and environmentally sensitive areas. These
policies are based upon the Mill Creek East UGA Framework Policies adopted by
the City Council in March 2000.
The Subarea Plan lays the foundation for creating
attractive, livable neighborhoods, with a broad range of housing types and
densities, as well as commercial services in neighborhood-oriented centers. The
Plan also establishes a hierarchy of roads to accommodate development, and
provides for pedestrian amenities, streetscape design, park and recreation
facilities, and preservation of environmental features. Levels of Service for
transportation, surface water, and park and recreation facilities have been
established to support proposed land uses within the East UGA Subarea. One of
the most significant elements of the Subarea Plan is the Village Center
designation at the intersection of Seattle Hill Road and 148th Street SE. This
designation was created to provide for a mixed-use, pedestrian-oriented
neighborhood center in the heart of the Subarea. Intended to be urban in
character, this neighborhood center would include high density residential
development, neighborhood-oriented retail uses, offices, and open space.
