Mill Creek City Council Swears in Returning Councilmembers for a Two Year Term

City Council swore in newly elected councilmembers John Steckler and Stephanie Vignal at the Nov. 26 meeting. They will complete two year terms, as both councilmembers were previously appointed to the City Council after positions were vacated. John Steckler was appointed after Councilmember Sean Kelly relocated to a different city in early 2018. Stephanie Vignal was appointed to fill Representative Jared Mead’s position in early 2019 after he was elected to serve as a Representative to the 44th Legislative District.

Mill Creek City Council Votes to Raise Property Tax and EMS Tax

After extensive discussion during its Nov. 26 meeting, City Council voted 6-1 to levy a 1 percent regular property tax increase. Councilmember Cavaleri opposed the increase. The regular property tax increase will generate $62,897 in additional revenue for the City. The total property tax levy contributes $6.4 million in revenue to the City.

The Mill Creek Sports Park has been under construction since January 2019 when FieldTurf USA, Inc. took possession of the field as the construction contractor. Currently the contractor has removed the old field turf, removed all the outfield netting and completed removal of the chain link off the fence posts.

At their Feb. 19 meeting, the Mill Creek City Council selected Elijah Beals as the City’s 2019 AWC Center for Quality Communities Scholarship Nominee. Beals, a senior at Glacier Peak High School and a resident of the SpringTree neighborhood, will receive a $500 scholarship from the City for being selected as the nominee for the state competition where a $1,000 scholarship prize is up for grabs.

Mill Creek Levies 1% EMS Tax Increase, Avoids Regular Property Tax Increase for 2019

At its Nov. 27 meeting, the Mill Creek City Council voted unanimously to levy a 1 percent Emergency Medical Services (EMS) tax increase, which will generate $16,802 in revenue for the City. The total EMS levy contributes $1.7 million in revenue to the City to offset the $3.9 million annual cost of EMS services; the City’s General Fund covers the remaining 56 percent or $2.2 million.

Significant Milestones Achieved on Mill Creek’s 35th Avenue SE Reconstruction Project

The City of Mill Creek’s 35th Avenue SE reconstruction project has achieved several significant milestones. As of Nov. 14, all 505 pin piles are installed. The pile-driving work began in August and took several months to complete as the six-inch diameter pin piles were driven through a large peat deposit to load-bearing ground. The average depth was 37 feet below ground. The bridge and roadway on either side of the bridge will be supported by the pin piles.

The Mill Creek City Council deferred moving forward with construction of Exploration Park at its July 24 meeting. The decision was reached following review of bids for the project, which significantly exceeded the engineer’s estimate. The City received two bids for construction in April 2018: one for $1,306,228 and one for $1,752,216. The engineer’s estimate was $1,078,983. Timing of the City’s bid in the midst of a construction boom was likely a factor for the higher-than-anticipated bids.

Bob Stowe to Serve as Interim City Manager

City Attorney Scott Missall was tasked with contacting former Mill Creek City Manager Robert Stowe to serve as interim City Manager during Polizzotto’s absence.
