City Awards Heron Park Project Contract to Locally Owned Neptune Marine LLC

The City Council authorized City Manager Michael Ciaravino to award a construction contract to Neptune Marine LLC in the amount of $325,422.50 at the February 11, 2020 Council meeting.

Neptune Marine LLC, a Mount Vernon based contractor, was the lowest responsible bidder. Neptune Marine LLC will be demolishing the existing play structure and installing brand new play equipment. They will be implementing vital improvements such as installing a wood fiber fall protection surface on the playground. Additionally, an ADA compliant ramp and a replacement roof for the heavily damaged picnic shelter will be installed.

Construction will begin in April of this year. The project is slated to be completed in July. 

Improvements to Heron Park are reflected in the City’s Capital Improvement Plan (CIP). The CIP is an important tool for managing Mill Creek’s development and for identifying areas in need of improvement. Capital projects require the expenditure of public funds over and above routine operating expenses. The construction costs associated with the Heron Park project are subsidized by a $150,000 Interlocal Agreement with Snohomish County.
