Development Standards

The Public Works Department is responsible for the review, approval, and implementation of all aspects related to roads, traffic, and stormwater for private land development projects. This includes requirements for such items as streets, curbs, sidewalks, striping, signage, lighting, and the storm drainage system.

Standard Plans
Mill Creek has developed its own set of Standard Plans and Roadway Classifications to be used, but may use details from other agencies when appropriate, such as Snohomish County or the Washington State Department of Transportation (WSDOT). The city also coordinates with these outside agencies regarding traffic mitigation requirements and development impacts on SR 527 or SR 96.

Stormwater Management Manual
The city currently uses the February 2014 Department of Ecology Stormwater Management Manual for western Washington as its regulatory guideline, in addition to Appendix 1 of the 2012 NPDES Phase 2 permit.
